It looks like no matter what you do, Deluge will simply NOT create a .fastresume for a torrent that was NOT downloaded with 0.5.8.5. Oh, it works! You have to remove deluge and old configuration files (/home/<username>/.config/deluge) then reinstall new version and add the torrents again.
