Deluge slow on larger swarms

A major point of irritation in Deluge for me is the fact that it is slower on the larger swarms than on the smaller swarms, which is really illogical.
I'm currently downloading a 4.4 GiB torrent. It has 159 peers and 22 seeds. Still it refuses to download any faster than 30KiB/s. I have been downloading torrents for several years now and this is quite slow for large swarms. Yet, the Dr. Who 2006 Christmas special came in at 100 KiB/s, my connection's maximum and it had only about 50 peers+seeds.
