no downloads

Hi I'am new to both Ubuntu and Deluge.
I have recently installed Ubuntu 8.04 through Wubi and now have installed the latest version of Deluge.
The problem I have faced is that there is no download or upload taking place.
Same torrent work fine with utorrent in windows xp(dualbooting with Ubuntu).
I've tried those torrents via Transmission the default Ubuntu client but the status remains idle for the torrents (i.e. no downloads/uploads).
Can someone please help me?

if you go to preferences->networks and click test active port, what does it say?
