In uTorrent, there is a Proxy Server... in Deluge, there are Peer Proxy, Tracker Proxy, DHT Proxy and Web Seed Proxy. Question: Which of these is the Proxy Server?

If I remember correctly, uTorrent has a single proxy settings which by default is only used for tracker communication. That should correspond to Tracker Proxy in Deluge. In uTorrent, you can tick an option to use the proxy for peer communication as well. That would correspond to Peer Proxy in Deluge, maybe including DHT Proxy as well (I'm not sure whether uTorrent can proxy that).

I am surprised that I could not find this answer easily anywhere on Google...

If anyone else knows better, please enlighten us here. For now, we can safely assume that Tracker Proxy in Deluge = Proxy Server in utorrent.
