UPnP does not work

I set Deluge to select a random port,and use it. I've enabled mainline DHT, UPnP, NAT-PMP and Peer Exchange. Encryption is also preffered on either levels. When I use the function that checks if the port is open, it says it is dead. When I use µTorrent it managed UPnP just fine and the port is open. I run Deluge on Windows XP 64 and Ubuntu 8.04. So, is the problem Deluge's UPnP functionality?
