On version 1.3.15.1 macos.
Magnets don't start with proxy SOCKS5. You first need to disable the proxy for the torrent to start.
Then, once the torrent has been obtained you can switch to proxy again. (and it works)

Libtorrent related so need change different versions if you can, and try your luck. Sorry.
