deluge entware error

guys i have a problem,

today my deluge was frozen so i logged into the nas via putty and restated deluge with killall deluge and then i started deluge again and it wont start, i cant log in via pc client

if someone is kind to help me to get it running again the deamon so that i can log in via pc client

my system is a qnap ts-673
deluge is installed via entware,

It looks like a problem with the config value for enc_out_policy in core.conf. It should be a positive value.
