Seeding stops when torrent is done after app restarts

I connect through a VPN so every time I start Deluge I go into Preferences:Network:Interface and set it to the IP of my current VPN connection. This works great and no complaints there, but I've noticed all my completed torrents are listed as Seeding but show Up Speed: 0.0 KiB/s. If I add a new torrent, I get good speed both up and down and get a Green Dot on Test Active Port. I have plenty of connections and lots of DHT as well.

System Info
  • Windows 10 x64
  • Client: 1.3.15
  • libtorrent: 1.0.11.0
  • Test Active Port: [Green Dot]
Settings I've adjusted include:
  • Queue:ShareRationLimit: -1
  • Queue:ShareTimeRation: -1
  • Queue:SeedTime: -1
  • Queue:StopSeeding...: unchecked
I've also tried with the default settings for the Queue, both default and the above settings fail to seed completed torrents on restart. I've also tried UpdateTracker on the seeding torrents with no change in behavior.

Perhaps my torrents are just unpopular. I noticed one of the "dormant" torrents "woke up" and started pushing data up while I was posting this thread.

Guess there are either plenty of seeders or no one is interested in these.
