Deluge still having weird down/up speeds

Might be because I'm on a sandvined network, but...(see attached image)

Sometimes I've noticed that when it just finishes uploading to someone it does that.

Wow! :o 600 maximum connection. You might want to check the configuration wizard from Help.

....why? Is there something wrong? I barely ever use a torrent that requires more than 30 connections, and it can support 600 w/o crashes (had 1.2 Mb/s once with like 600 connections maxed on sandvined network + can go to 60 kb/s up (I limit it so the sandvine won't target me as much)), although I've only tried twice...I use PG2 anyway and I don't really use torrents that much, like 2 hours a day at most.

...back to the original question: it's quite all right. Deluge averages upload speed for the last, say, 15 seconds. If you have stopped uploading 10 seconds ago 15-second average still will be above zero.
