Most trackers reporting "Error:" - Unable to torrent

I've just built a new system, running Windows 7 Ultimate x64, and I've been completely unable to use most torrents (and do a few other things, like run some online games' patchers) Otherwise, network activity is perfectly fine.

It seems that all UDP trackers are completely unusable; The tracker status shows (tracker): Error:

I can confirm that at least one http tracker is working 100% perfectly, so it seems like udp traffic is being blocked on my connection somehow. I'm perplexed by how the error is blank and not reporting "timed out" or anything like I've seen in Deluge before.

Windows Firewall is always completely off, including all services related to it. It's never given me any issues before, but I've turned my router's firewall off for the sake of experimenting. I have no other firewalls in place.

These problems are persisting even when bypassing my router and every other system on my LAN is able to torrent perfectly fine, so I'm confident this is not a port forwarding issue; The in-client active port test also comes back green.

Please help me out here.
