Should Blocklist plugin and PeerBlock be active simultaneou

The FAQ reads:
Can Deluge use blocklists such as SafePeer or PeerGuardian?

Yes. Enable the Blocklist Plugin.
When I am running PeerBlock for ALL Internet traffic,
is there any reason to enable the Deluge Blocklist plugin?

That seems like "belt with suspenders" to me.

Isn't that plugin primarily for use when PeerBlock is not active?
