Improving download speed

Hi,

I'm testing out Deluge as a replacement for Tixati client I've been using. What I notice is deluge's download speed at approx half of Tixati's. I've set download limit at 500kbps for both, but with deluge the dl speed are stable at 250-270kbps, while the upload speed are similar for both (tested using the same magnet link for both). Another thing I notice is Tixati found 400+ DHT nodes, while Deluge max at 166 DHT nodes. I've tried everything I know, but no luck.

Here's my setup: Win 7 Ultimate SP1 x64 on i3 3Ghz with 4GB RAM, with Avast Free, Agnitum Outpost Firewall Pro, and Tor Browser running in the background.

Outpost setup for Tixati:
- Allow inbound TCP & UDP to local port 17665
- Allow all outbound TCP & UDP

Outpost setup for Deluge (ports are setup similarly in Deluge settings):
- Allow outbound TCP to remote HTTP port
- Allow inbound & outbound TCP & UDP to local port 62958-65535

I already tried using Tixati port setup, that is set the inbound port to 17665 and random outbound port, but that only give me some gain, Deluge download speed occasionally hit 400+kbps but stable at 270-300kbps. No improvement with the DHT nodes. Also tried to turn off in/outbound stream encryption, but no effect.

Anybody know what's going on? How can I setup Deluge so the download speed are the same with Tixati.
