Peer down seed dropping off

Hi guys,

I've only been experiencing this issue for about two weeks now, prior to that everything was working fine.
There have been no changes from my end and I've tried a number of fixes both on my system, on my server, and on my router.

Looking at the Peers tab I will see a peer connect, for example at 40kb/s, and then after a few seconds their speed will slowly start to decline until it's no longer downloading from them.
Occasionally Deluge will start downloading from that peer again, at which point they will reach 20-40kb/s and then decline to nothingness.

I've tested in both Deluge and Utorrent, default settings, custom settings, on two systems.
Tried safemode with networking.
Updated router firmware, set back to default and reconfigured (ports are forwarded, everything can connect)
Different cable, different ports. Updated drivers, tried wireless as well.

Previously downloads would sit at or very near max, which for my ADSL was set to 500kb/s. Now they are fluctuating between 10 - 450kb/s. The latest settings, router upgrade, etc have got them downloading at higher speeds than before but everything's still very wonky. The high speed peers, one was just connected at 80kb/s and by the time I typed this sentence it was at 1kb/s, connect then stop seeding in a matter of seconds.
Majority of seeds have 100% of the file.
On one of the torrents that doesn't have hundreds of seeds (19 atm) the overall speed fluctuates but is rather low because the seeds connect at high down speed, then drop off and don't reconnect for a while.


Given that the issue is happening on multiple systems and was previously working fine, would the issue most likely be ISP side?
