Error: A connection attempt failed

Many times I have this message listed for all of my torrents that are seeding. This seems to happen after the torrent has downloaded completely. When I add a torrent, it downloads fine, then after a while I get this message.

Error: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond

What does this mean? And should I be worried? I have a feeling that after I download a torrent, it's not seeding for the required amount of time.

Is this for the Tracker or the actual Torrent?
