Change where .torrents are stored

I know that you can copy .torrents to any directory you like. I prefer to have all of my torrents stored in a specific directory of my choosing, without having them copied to another directory. Is this possible on Deluge?

The torrent files need to be stored in config state.

Well that is annoying. Having to stick with uTorrent it looks like.
