deluge slow down https connections

I notice that when I am using deluge, my https connection will be very slow. Until it times out most of the times.

I am using port 65000 for deluge so it's definitely not port conflict. Deluge is running on my linux server and I am browsing https sites on my windows PC.

The thing is, when I stop deluge, my https connections will work fine. And when deluge is running, http connects fine and not https.

Any idea?
