Can't Get Plugins To Install....

I'm using Windows 8 -- which I hate, but it came on this laptop -- and I am currently running Deluge 1.3.6, I downloaded the following plugins:

Pieces v0.5
Stats v0.3.x
Total Traffic v0.5

Followed these "instructions":

Preferences -> Plugins -> Install plugin

And nothing happens at all.
