deluge not start

I have an error 21. Deluge don't start. Why? How to correct? Where to correct the common.py file?
My version is 1.3.6 on Windows 64 bits.

Looks like a problem retrieving your APPDATA env var so either fix that or you manually set the config location with '--config'

How I use this command - config. You could develop little. Thank you in advance.
