Deluge not seeding

Client: 1.3.6
libtorrent: 0.15.10.0
OS: Windows 7 64-bit

Deluge can download just fine but it's unable to seed even when there are plenty of other leechers. I'm at a loss as to what's wrong.
Note: I've tried using ports 49152 - 65535 as well as fill out the info under the 'Bandwidth' tab although I could dl and not seed before I went into the settings.

I'm seeding right now with the same configuration. Check your router settings. Check whatever you are trying to seed.
