I'm wondering what this two options exactly do.

If the explanation is not easy just let me know what is the best combination to have the fastest speed as possible without caring about the available bandwith to browse.

The first one is pretty self explanatory; do not limit speeds transferring torrents on a local network. The second one includes/excludes protocol traffic when limiting the bandwidth.
