What is the Deluge use model for MOVING STORAGE successfully

On Linux, what is the (secret?) Deluge use model for MOVING STORAGE successfully?
a) It kept on putting downloaded files exactly where I DON'T want them!
b) It started from ZERO instead of from 93% both times!
Obviously I'm doing SOMETHING (very) wrong. It's sooooo frustrating ... I 'thought' I did all the right things.
Something is not obvious (to me) or ... there is a really bad bug in Deluge (I doubt that it's that dumb though - so it must be me!).
Here's the scoop:
a) I hook up an external hard disk drive (/media/SignatureMini).
b) I make a directory for Deluge to store downloaded files in (/media/SignatureMini/iso).
c) I start Deluge 1.3.5 on Centos 6 and download torrent files using all defaults except where the files should go (/media/SignatureMini/iso).
d) Deluge stops at 94% and I get no error or warning whatsoever from Deluge - but also the ETA has disappeared.
e) The operating system tells me what happened - Deluge has filled up my partition. Huh? I didn't tell Deluge to store ANYTHING on my partition?
f) So, I again set Deluge to store files in /media/SignatureMini/iso and right-click restart the dead-in-the-water downlaod.
g) Guess what happens? Deluge frustratingly apparently wipes out the files downloaded - and starts from zero again. OK. So be it. I wait.
h) Yikes! Deluge stops at 94% & fills up my home partition again. Huh? Why? I specifically told it and doublechecked and it should store NOTHING in my home partition?
i) Third times the charm, right? This time I pause the stuck download, set up Deluge to MOVE STORAGE to /media/SignatureMini/iso, and restart the download.
j) Auuurggh! It starts from zero bytes again! And, hours later, guess what? It fills up my partition again!
So, for some reason, Deluge is insisting on putting files where I do not want them.
It's putting files in my home directory. Every time.
QUESTION:
All I want is simply for Deluge to store files on the external hard disk drive! What am I doing wrong?
