Completed torrents get re-downloaded instead of seeding

Running deluge 1.3.1 on Windows 7. No plugins enabled. Deluge preferences set to move completed downloads to a separate folder.

To reproduce the problem:
1. Download torrent file from tracker, open torrent file with deluge
2. Torrent will start downloading to the partial downloads folder set in deluge preferences
3. After torrent completes, the downloaded file(s) will be moved by deluge to the completed downloads folder
4. Now download the same torrent file from the same tracker, and open the new torrent file with deluge
5. Problem: deluge will re-download this torrent to the partial downloads folder.

Correct behavior should be for deluge to check the completed downloads folder, and if the downloaded file/folder is found there, run a check on the completed file and start seeding.
