when we leeching and seeding various "how to" on the net suggest that we should use an upload setting that is 80-95% of our uploading bandwidth.
but I have observed that if I am seeding only I can increases my upload setting to 100% of my uploading bandwidth without saturating it
therefore I suggest on the maximum uploading speed there should be 2 settings one for when the user leeches/seeds and one when he is only seeding

But, when you set to 100% upload speed. It basically makes the download not possible. For example if you wanted to just surf the net while uploading at 100% it wouldn't work, or be extremely slow... like slower than dial-up.
It could still be seen as bad since you still have to allow packets in the download stream to report to who you are uploading to. Overall not allowing those packets to come in would slow you down more than just keeping it within 80-95%.

you have a point, the thing is I have an 12mbit/1mbit line and when I am downloading I have observed that I should set the upload to 80kb
when I am seeding i can set it to 100kb and still do light surf the uploading is almost near 100kb and with surfing it drops to around 90kb,
probably my modem does automatically qos prioritisation but still in order to improve
my ratio to private torrent sites every kb counts
i checked other bit clients e.g. utorrent which has a option when only seeding to set the uploading to 0 (it is like -1 in other words infinite)
in general it is not such a big deal but it could be useful to many people that have a dedicated downloading box

Yeah, 100k should still be a fine setting, thats not quite 100% though.

given that various speedtest on the net measure my uploading performance between 900-980kbit it seems that 100kb is indeed 100%

According to tests, yes, but thats the difference I meant. Tests are typically going to give you the 80-95% value. 100% of 1meg would actually figure out to 128kb.
