1.3.1 sticks or freezes or smth on seeded torrents

after changing at 1.3.1 I have noticed strange thing - it sticks or freeze after a few (1-2) days: data exchange on seeded torrents almost cease, as if it has no leechers at all, although they always are at their places

deluged's restart helps: 1.3.1 starts seeding as 1.3.0 always did for weeks, but after some time that effect repeats

there is no any other changes, except 1.3.0 -> 1.3.1
