Can't start Deluge 1.3.0 final

I'm getting this box:



It won't go away no matter how much I click "OK".

Running WIndows 7 Ultimate 64 bit.


EDIT: If I set "Windows XP SP3" in the compatibility tab, it starts! But there is obviously a bug somewhere.

EDIT2: That wasn't it, what makes it run is the need for admin privileges. Win XP compatibility causes by default a UAC prompt to appear. Admin privs should NOT be necessary.
