Upload is spiking

I was wondering why my upload speed comes in sharp, regular waves as shown in the screenshot:

The downloading peers will connect and then vanish frequently. Perhaps it is the tracker. Any ideas?

Looks/sounds kinda like that sandvine thing dropping transfers... maybe.
