Tracker ranking?

i am confused about the ranking in the tracker list.
Tracker with lower numbers ar up, tracekr with higher numbers are at the end of the list.
What is releavant, higher numbers in the ranking or the place of the tracekr (up or down)?

Who knows Deluge send annonces to all trackers in list of trackers?
It seems to me: 1st tracker only (according my rating at non-1st trackers in list)

Deluge will go through the tracker list until it gets a successful announce (so normally it will only announce to the first tracker).

, it's very inconvenient, especially after utorrent which announce all trackers in list

Only 1 tracker is sent an announcement? Is that a limitation of libtorrent or deluge? I've always wondered why deluge's GTK interface only displayed 2 tracker hostname fields on the Status and Details tabs, sometimes with each showing different tracker hostnames. I thought other trackers were being sent announcements in the background. Other clients (Transmission and uTorrent, for instance) show a list/table of all of the trackers with the status of every one.

I use Deluge 1.3.12 now on Linux MINT 64.
Is deluge possible to announce to more than one Tracker now or is there a plugin for that?
