settings for deluge (upload/download)

I have noticed that my internet during the day gets very slow. So Im thinking that I have to change the way I have my torrents uploading and downloading

I want to know if my settings are correct that I have for deluge 1.2.3

I also set the scheduler to stop downloading and uploading from 9:00 am to 7:00 pm however what I really want is for my connection to be smooth and still upload and download during the day.

Any help on settings would be much appreciated.
