[Features Request] Bandwidth priority & paused seeding

If possible these features would be nice

1- a way to set a (upload) bandwidth priority: so i can direct more bandwidth to torrents requiring seeding but by setting this manually. like if this torrent has an high priority and there is request for it to fullfill bandwidth give all bandwidth to it, in the other case give the remaining bandwidth to other torrents.
2- being able to pause a torrent but at the same time continue uploading what i've already downloaded: this is usefull when you downloaded a wrong torrent and you want to return what you get without downloading everything... (i've tried to reproduce something like this by setting download bandwidth to 1kb/s but it didn't work well and anyway it was still downloading :P)

For number 2 you can use the Torrent Files plugin to get the Files tab on the detailed display for a torrent. Pause the torrent. Select all the files that have not completed, and change their status to DO NOT DOWNLOAD. Then re-start the torrent and it will go into the FINISHED state (same as seeding, except that it is a torrent with files you chose to ignore so incomplete). This should give you what you want there.
