blocklist plugin 1.2rc5 won't enable/start

I tried deleting the blocklist save files, but no change... appears to be no error message in the log at least. This is on Windows if it matters.

The windows installer was missing a module (whoops).
This has been fixed and should appear on the ftp server in the next few hours as deluge-1.2.0_rc5-win32-setup-2.exe.

EDIT: it's up there now.
