First of all, I really appreciate what you are doing regarding this client.
But recently I'm experiencing a problem with deluge: it just uses much more upload bandwidth than it should. My isp provides me 100 KByte/s in upload, so I limit deluge upload speed to 40 KByte/s because I need some free bandwidth. But if I look at some networking stats I see that I upload 70 KByte/s when deluge says it's sending at 40 KByte/s. What does deluge send? Indeed I cannot navigate while deluge is running. I checked these stats while no other web application was running, so I'm sure this issue regards only deluge.
My deluge configuration is (I'm translating it from my localized version):
- Max connections: 80
- Max semi-open connections: 50
- Max connections per second: 20
Changing these settings didn't't impact on upload bandwidth usage.
I'm using ubuntu 9.10 64bit with deluge 1.1.9 installed from official repository.

Are you downloading at the time and not limiting the protocol overhead?

Yes I'm downloading at the time, but I'm limiting the protocol overhead.
