Save state not working

I have been using deluge for a while and ever since the new save state has been put in deluge has not been saving them I have tried deleting the save state file and the other files and it still has to recheck all the torrents and it can take hours so I really only get to download for like an hour out of 8. And it happens no matter how I shut down.
