Deluge is working weird here. My Seeders and Peers list are always indicating 0 and they have many actives seeds and peers indicated on tracker. This is probably related to the fact that I can't upload most of the time (sometime upload appear to work) even if some request the file and I'm the only actual seeder of the tracker. I am using Deluge 0.5.8.4 and Ubuntu 7.10. Port are open on firewall/router and I have tested with some configuration ; DHT On/Off, every Encryption settings, High bandwidth settings, etc. Please help!
Try a higher port number. You can also specify just a single port, enter the same number in both boxes.

I have try with 3 different port, 6879, default 49151 and 52151. Upload sometimes work, sometimes don't. If I right click a torrent with actual Peers and I click "Tracker options, refresh tracker" (I am not sure of the words, I'm running on a french version), Peers update to actual number, 3 for exemple, for about one second then this return to 0 value.

Update. Upload finally appear to work most of the time but still seem to have some issue with rare user. However, the Peers/Seeders is still not updating. Thanks for you help
EDIT : Peers/Seeders problem are specific to my Tracker. I have try with a public one without this problem

With the same Deluge version on Gentoo Linux I have a problem with incorrect peers number too. While I'm seeding, it is usually zero (as well as Seeders number) but tracker web-interface says that it is much bigger. The peers number changes only if someone is downloading from me. Then it is 2(2) or something like that. I'm using torrents.ru tracker if it makes any sense. So, generally the problem is than I can't see current number of seeds and peers, only the number of peers that are currently downloading from me.
I don't think that it is a tracker problem, because I used to use it with KTorrent and Azureus and there was no such problem.
