I have 1.1.8 up and running on GNU Linux x64 (tested and confirmed under Ubuntu 9.04 and Debian 5.0) and have noticed that when I'm using the connection settings recommended in the FAQ, webpages take 30+ sec to load. If I exit deluge totally, browsing the web is very fast.
I tested by net connection on http://speedtest.net/index.php and found:
Download: 12.23 Mb/s
Upload: 3.08 Mb/s
I have found that if I limit the maximum connections to 75, the web browsing delay is less, but still not as fast as when I'm not running deluge. I don't seem to experience this problem with other btorrent clients so I'm thinking that I have something incorrectly setup in deluge. Here are my settings; I'd be grateful for any suggestions:

running deluge causes a major internet slowdown
Re: running deluge causes a major internet slowdown
Try turning DHT off
Re: running deluge causes a major internet slowdown
I did so now I only have Peer Exchange enabled but there doesn't seem to be any difference... should I just keep the total number of connections limited to 50 or so? According to some guides I found out there, I should be okay using 120-150 connections based on my ISP's speed, no?
Re: running deluge causes a major internet slowdown
You should check up with your ISP if they limit connections.
I work for a small ISP and we used to limit clients to 200 connections unless they requested to have the limit removed.

Re: running deluge causes a major internet slowdown
Try disablig Peer Exchange and if that doesn't work gradually start lowering your max connections and upload speed.
Also just as a sanity check, those settings are for global not per-torrent, right?

Re: running deluge causes a major internet slowdown
I dunno if my ISP limits connections, but I know that if I use other torrent clients I don't experience the slow down. I like deluge the most and would like to continue using it though. I'll try disabling peer exchange and see if that helps.
Re: running deluge causes a major internet slowdown
I'm on 1.1.9 and have the same problem and sadly only with deluge. At 200 connections browsing is decent, on 300 - like a snail, on 400 - none at all. I get nice speeds only at 300+ On utorrent in windows it was 400 and no slowdowns whatsoever, also Transmission doesn't appear to have this issue. I don't think it's a limitation of linux itself, more like a deluge vs browsing conflict. It's my favourite linux client at the moment, but I guess I'll have to refrain from using it till this problem is solved. I'm using Ubuntu 9.04 by the way.
Re: running deluge causes a major internet slowdown
Some update. This issue tends to appear randomly I noticed. I had 6 seedings with a total upload speed of like 300 with about 15-20 connections and I could browse just fine. Later I added 1 download with speed like 30 and seeding speed was about 150-200 of my max 5Mbit down and up and no web pages would open at all. Next there was only 10 connections and total down and up speed was like 50 and I couldn't browse at all too. But that's nonsense - 10 connections and 50Kb/s totally disables other internet...?
I've never encountered such issue on Windows with Utorrent. Even when it maxed out my connection I still could browse, yes it was slower but I just knew that browsing made my torrent speed a bit lower when opening web pages. However in Linux with Deluge on, in most cases you can't browse at all, like you got disconnected. I hope staff really pays attention to this COMMON issue, cause I still consider Deluge the best Linux torrent client. At least some response would be reassuring.

Re: running deluge causes a major internet slowdown
I'm using v1.1.9r on ubuntu 9.04 and I'm also seeing this problem. Reducing the connection limit doesn't really help and disabling the DHT helps a little but not really enough.....is this a known bug that's being worked on?
Re: running deluge causes a major internet slowdown
Try disabling LSD too
