Deluge 1.0.0.0 unable to start downloading

All the torrents are old and not ported from the last stable release of 0.5.9.3 that is the best release until the ISP of my country blocked it. is there any way for the developer to continue updating the series instead of the buggy and useless new version? how come the 0.5.9.3 protocol encryption is blocked?
