I switched from Kubuntu to Ubuntu and since I didn't like Transmission, and didn't want to download a ton of KDE stuff just to use KTorrent, I installed Deluge. It was downloading nice and fast (as fast as my Internet is at least which is only about 100KB/s - I'm in the Amazon) - but internet browsing was only possible (and still hideously slow) with images turned off. Didn't seem to matter how many global connections there were.
So I decided to install KTorrent and see how it ran in Ubuntu - and it is working great - same download speeds as Deluge was getting, but web surfing at the same time seems pretty much unaffected and is totally usable. All defaults, except that I tested with DHT on and off and it doesn't seem to make any difference.
I liked Deluge so I'll keep an eye on this to see if I can go back it.

(Maybe 1.1.9 is better, but for now there's not a lot of point in checking it out if people are reporting the slow down in 1.1.9 in this thread. Cheers).

did you try reducing your upload speed?

There doesn't seem a lot of point in reducing my download speed in Deluge if KTorrent can download at that speed and have no effect on browsing, since that alone is enough to demonstrate that there is a problem.
I am however going to try 1.1.9 with fingers crossed. Now that ThePirateBay has been killed I need a client that allows me to add trackers to running torrents - Vuze allows it but Vuze sucks in several different areas. Maybe I'll just have to pause while browsing.
UPDATE: I can confirm that the problem is the same now that I'm using 1.1.9.

I didn't say anything about reducing your download speed.
try changing deluge's upload speed to be the same as ktorrent's to see if that helps.
