Upload speed not equal with Title bar show

Upload it's about 10KB/s off in window it self...

The up/down speed shown in the main window is just for the data while the speed show in the title bar is data + overhead.
If you look at the bottom of deluge you'll seen a down/up arrow and two values next to them, those are the overhead transfer rates.
From your screenshot you're uploading data at 20.4KiB/s and you have an upload overhead of 9.39KiB/s which in total gives a total upload of 29.79KiB/s.
It's still one or two KiB/s off but I'd probably say that's due to them not updating at the exact same time.

That's wrong.

The real reason is due to the fact that the values are polled at different times from the daemon.

The upload is set to 28KB/s that about max for my line 300KB/s down and 35KB/s up...

Anyway it works for me, bug or not it works.
