Looks like it is just my anti-virus reacting to the packer. I got this report on the jpeg.dll:

Yes I would recommend changing anti-virus - false positive anti-virus can often cause windows to become unstable (I remember norton once thought windows was a virus
). AVG or Avast are ok in terms of free anti-virus otherwise if you willing to pay get ESET NOD32 or Kapersky.

Deluge is a GPL multi-platform program. Its initial audience was linux. Unless someone tampered with the source and you downloaded it from someplace other than the official site, assuming it has any sort of spyware or virus is rather...you know... ridiculous. You might not say the same for Azureus, for example, which is supposedly still a GPL project, only filled with adware to the point that many linux distros just won't update beyond ver 3.1 or even 2.5. That, and Vuze devs were rather quick to point out that if you download a changed source (ie no ads, no vuze layer) from someplace else, we can't guarantee that it doesn't have malware. Yay for FUD. If there was a shady thing in Deluge, distro devs would have found it when they were checking the program and I can't see how the devs would pull a windows-only crap like that.
In general, try not to spread strange rumors, we already have every other big client with adware and stuff, they won't miss the FUD opportunity if it'll help them stay afloat for a while longer.
