[Feature Request] Reboot after 1 hour (shaping solution)

Hi. I have found that my ISP, Verizon, only implements it's traffic shaping exactly 1 hour after I start Deluge. If an option could be added that would allow the program to quit and restart at a specified interval, some folks could avoid ISP throttling that way.

I think this should be simple to implement, and would be very useful to people (I know it would solve my problem!). Just make sure you have encryption and and use random ports (if you use Verizon). I'd like to hear if this idea would help others using different ISPs.
