Hello! I'm new to Deluge, but I like it very much.
I have Ubuntu Server 9.04 with Deluge 1.1.9 + console + webui.
So...
I have enabled Blocklist plugin;
I have ipfilter.dat:
1.0.0.1-9.255.255.255
11.0.0.0-93.177.23.255
url: /srv/samba/share/ipfilter.dat
selected: PeerGuardian Text (uncompressed)
in my settings folder I found blocklist.conf with info like in my ipfilter.dat
But when I start downloading, in peers i can found 82.202.130.4 which is on this text...
I think that ipfilter is not working.
How to fix this problem?

I'm guessing that at the moment you've enabled it but you haven't told it to import on startup hence the ip that should have been blocked.
Enable it to import on startup.
Also if you run deluged in debug logging mode you should be able to see it blocking peers.

Also it writes - blocked ranges - 0.

If you're using ipfilter.dat you should select emule ip filter.
the format for emule blocklists is:
<ip start> - <ip end> , 000 , <comment>
e.g.
blocked ranges: 0 means it didn't load anything from the blocklist.
