Hi,
I deleted some folders loaded in deluge that I was not using anymore using windows explorer, then once I restarted windows (or only deluge), the files has been re-downloaded completly. I think that deluge should remember if a torrent has already been downloaded and indicate that files is no longer present if they are deleted without using deluge. This can have consequences on ratio and monthly download limit for very big files (or with a number of small ones). I hope it is not a duplicate.

You should set those files to 'do not download' in deluge before you delete them in explorer. This should solve your problem.

I would have deleted them directly into deluge then. It is to prevent re-download in case someone forgot to delete the files in deluge. It was only a suggestion to make deluge even better

If your torrent is still active that you downloaded and deleted files from of course it would have to re-download the files it's missing in order to continue seeding. That is, after all, what you wanted it to do. The program can only be as good as the operator.
Even if you wanted to, say, deselect some files from a torrent in deluge and also delete them, it still might have to re-download pieces of the files you no longer wanted just to fulfill requests for 'chunks' that you do still have.
Bottom line, I don't believe what you are suggesting is a very feasible idea.

I think the suggestion here is to warn users that files are missing instead of automatically re-downloading them.
This request props up now and again, especially from users who forget to mount a portable hard drive which they use for downloads.
