Seed Que rules/capabilities like Vuze

I was wondering if it would be possible to get seeding que rules/capabilities like Vuze to make completed torrents available to be seeded controlled by some advanced que rules like Vuze has on some private trackers they have limits as to the number of active torrent you can seed and some users such as myself have a lot more available than that. I currently use Vuze's advanced que rules to limit the number of torrents I have in my seeding que and to switch the torrents in the seeding que as necessary when a lecher request a seeded of the torrent on the tracker.
