speed limit plugin does not save the limit set...

i'm on ubuntu 7.1 running deluge 0.5.4.1

1. the speed limit plugin doesn't seems to permanently save the speed limit
i've set for the file. it would be fantastic to have that feature
so that i don't have to clear up my file and allow other to share from me..

2. it would be nice to have speed limit control on multiple selected download at 1 time...
instead of only apply speed limit on the file i've right clicked, if it could set for all
the selected files, it would be very much helpful

3. the speed limit "other speed" doesn't seems to work, is it not ready?
