New kind of pause

I have an idea that I have had for a long time. It seems like a simple idea to me but I haven't seen it done in any bittorent client. I think that deluge should have a 'pause download' option that would pause the downloading, but keep seeding what it already has.

you could indirectly do this by setting the max download speed per-torrent to 0.
otherwise if you want to do this for all torrents you would modify the queue settings so that active and uploading weren't 0 but max downloading were.
