Well, it turns out that I have to do this "Check Download and Import" manually every time I restart the Deluge daemon: is that how it's supposed to be?

no it should automatically load your existing blocklist and check for a new one every x days.

sounds like it.
could you run deluge(d) with logging enabled and see what it spits out.

Just a quick update on this one: it looks as if the "Import blocklist on startup" was not checked.
