if you're using nipfilter.dat.gz on deluge's server then you should have emule ip list selected as type.

Well, it turns out that I have to do this "Check Download and Import" manually every time I restart the Deluge daemon: is that how it's supposed to be?

no it should automatically load your existing blocklist and check for a new one every x days.

Just a quick update on this one: it looks as if the "Import blocklist on startup" was not checked.
