Googling for this error seems to suggest that it's a DLL conflict. I know that GTK+ 2.12 and its iconv.dll is first in your path, but have you tried to remove the other ones from your path?
Other than that, it might be worth a try a build from source? The previous installer was, more or less, the entire c:\python25 directory tree.

I have one other copy of iconv.dll on my computer. Renaming it allows Deluge to start, and the program appears to function normally. Unfortunately, this is not an acceptable solution because the file is part of the Windows operating system. It is in the C:\Windows folder. Something needs to be done so that the program reads only the first instance in the path.
I would rollback to 1.1.2, but that does not seem to be in the archive, so it looks like 1.1.0 is the most recent working version for some users.
1.1.5 installed and running on my Vista Home Premium.
However, the torrent maker doesn't seem to work properly.
I select options, load the file, and it hashes, usually to 100.7 or so percent... and then there's no .torrent file.
Have tried on small files, large files (350 MB to as large as 5 GB) and on individual files and folders. No .torrent seems to get created. Saving either to desktop or the same folder as original files.

I assume that you mean 1.1.5 (latest version) and that you used the Windows installer?
Did you install the GTK+ 2.12 dependency with the Deluge installer? The most common reason for Deluge not starting is a missing DLL.
I ran a test of Deluge 1.1.5 for three weeks on public and private trackers, and got excellent speeds, both ways, maxing out my bandwidth.
I haven't found any improvement or difference between Deluge 0.5.9.3/1.1.5 and uTorrent, Azureus or Halite in those areas, on torrents large and small, to small or large numbers of peers.
