pardon the dumb question about the connection manager

I just migrated to the new version on windows and I'm not sure I understand what this is.
Some address pops up by default in the window. What is this address, and why do I have to tell it to connect?
Didn't have that in the older versions.

deluge allows you to connect to a remote daemon (i.e. deluge running on a different computer), this is what the connection manager is for.
it sounds like you just want to use deluge normally, in which case you should follow the opposite of this: http://dev.deluge-torrent.org/wiki/Faq# ... rentdaemon
