Deluge webui and blocklists

No matter which blocklist type I try, the webui interface still displays 'Blocked Ranges: 0'

I don't have this problem when running deluge locally, just when I'm running deluged on my headless server.

Any ideas to remedy this?

check the box where it says import on start and click on "force download and import".
http://www.deluge-torrent.org/blocklist/pipfilter.dat.gz is type emule (gzip)
