Hi - sorry for the veering. This effect of around 19-20 difference seems to be linked to an effect I was seeing in this thread :-

You would need to read it all to see what was going on, but I am sure that this is related to what you are seeing.
No solution I'm afraid but it may help the devs.

...and it is an interface problem - this delay is reset by restarting just deluge, not deluged.lvm wrote:2.
