Problem with download files

Hi, i'm a new user, i have a problem with files downloaded with deluge, on debian lenny on vmware fusion...
In practice, deluge is connected, but it don't download the files...and the files have many seed (12000 too), the tracker are ok...
My friends downloaded the same files at 300 kb/sec in the same time..
What can it the problem??

Make sure the port is forwarded properly, and also not blocked.

Sorry, i didn't say all: i use deluge in University and there is a proxy, proxy.unitn.it:3128, but the settings of proxy in deluge are correct...the first time that i used it, it starts correctly and i downloaded very fast, and the other days this never done; my friends use deluge on Ubuntu and debian and, in University, downloded the same files very very fast, with the same network settings...i tried every thing, but it doesn't start downloding, it see only the seeds and leechers...tracker announce is ok..
I'm not understanding what happened...
